I. BACKGROUND
Clean Air Asia is currently executing the Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines, or the e-mobility ASAP Project, through a consortium with De La Salle University, the Electric Vehicle Association of the Philippines, and the Urban Electric Mobility Initiative. The project forms part of the Global Programme to Support Countries with the Shift to Electric Mobility, funded by the Global Environment Facility and led by the United Nations Environment Programme. In the Philippines, the project is implemented by the United Nations Industrial Development Organization, the Department of Trade and Industry, and the Board of Investments.
The e-mobility ASAP Project aims to reduce greenhouse gas emissions from the transport sector by accelerating electric mobility adoption and supporting the development of the local electric vehicle and EV parts manufacturing industry. The project provides policy, regulatory, technical, and capacity-building support to strengthen the enabling environment for e-mobility investments and deployment in the Philippines.
The Project supports electric public utility vehicle (ePUV) deployment under the Public Transport Modernization Program (PTMP), including addressing financing barriers and developing viable business models suited to operators’ capacities and operating conditions.
OBJECTIVE OF THE CONSULTANCY
The Project is seeking a qualified consultant to conduct a rapid strategy study on PTMP financing and develop practical business and financing pathways for e-PUV deployment. Through desk research and validation in selected focus areas or route packages, the study will assess financing barriers, compare feasible models, and recommend implementation and support measures suited to different Transport Service Entity (TSE) capacities, route economics, and institutional conditions.
